Taking an institutional view on how the armed forces and wider defence ecosystem function, this programme of work considers the pressures on society and defence institutions, including the need to respond to geostrategic change; resilience; how defence institutions work; and the processes that attract, develop and retain people across the whole force.

It also examines how defence ministries engage with other organisations in the defence and security ecosystem, as well as wider government and industry.
